?I bring you the solar mirrors, so that we will avoid nuclear energy?

CARLO RUBBIA goes back to Italy, and will collaborate with the ministry of Environment: ?As chief of Enea I knocked at the door of the Berlusconi government, asking to invest on the thermodynamic solar energy. Negative. I went to Spain and they have started dozens of plants whose Megawatt output is the same as a nuclear power station. We can do it too?.
The paradox is that a stamp would be enough. A simple stamp and Italy could retrieve instantly what has been disregarded for five years. You just need to look at Spain, who started in 2004 and now is the leader in thermodynamic solar energy. Could we not just have done the same? In fact, we could have. But we have not done it.
Carlo Rubbia well remembers those days when, as chief of Enea, he had a strong contrast with the board of directors for the Research Agency?s to embark fully in that field that he considered strategic. ?They destroyed me, saying that it was too innovative as a project?. Then the same happened a little later, when during the government Berlusconi, he knocked at the door of the ministry of the Envronment lead by Matteoli. ?I went to ask for the new project to be granted the status of renewable source, a green certificate that allowed the industries that had adopted that type of solar energy to have the benefits set down by the law for renewable sources?.
And what happened instead? ?Actually it happened that I left for Spain, where they understood immediately the importance of this innovation, so they have emitted an appropriate decree and have fixed the objective to install a total of 500 Megawatt. But the point on which one should ponder is that the Spanish industry has been able to pick the challenge thanks to these favourable conditions, and now another ten plants are being designed and will be ready by 2010, increasing the total output to 1000-1200 Megawatt. Extra projects, not set up by any decree: a few Spanish companies are building them to obtain energy by the sun. Do you understand? The government has turned the ignition key and the Country?s engine has started. Just to be clear: those 1200 Megawatt that will be ready in Spain in three years time are the equivalent of a nuclear power station?. With the difference that in this case the energy comes from the sun. And it is also for this reason that Pecoraro Scanio, minister of the environment, has decided to call back in Italy the winner of the Nobel price for Physics, offering him last Monday the seat of minister councillor for what concerns renewable energies.
?The sun is a phenomenal source of energy. The solar energy that falls on a desert in a year is equivalent to the one obtained if that desert would be covered by a layer of oil 20 centimetres high. Another example: let?s take a Country like Saudi Arabia, rich of oil but also of sun. Well, the amount of solar energy that hits the surface of the national territory is a thousand times the whole production of oil of the entire State. A thousand times! It would be enough to cover with mirrors a thousandth of Saudi Arabia and it would give the same energetic contribution of all the oil produced from that Country?.
You speak about mirrors, not about panels? ?Sure, because the solar energy that I mean is not the one we have seen so far. For two reasons: the first is that, from an energetic point of view, the photovoltaic is too costly to realize. The second is that it depends completely on the hours of sun and on every whim of the sky: at night or when there is bad  weather, it is useless. The solar power I am talking about is the thermodynamic one: a mirror that, like those of Archimedes, collects the sun?s heat in a receiving tube filled up with a special liquid that reaches approximately 550-600? C and brings it in a thermally insulated container that effectively behaves as an energy tank. And this is the great difference: the stored heat can be released also at night or when the sky is overcast. It is a storage of energy at a very low cost. At this point you just need to connect it to a turbine similar to those that are currently used in gas power stations and the target is hit: the energy of the sun becomes electric power?.

And this is in fact what happens in Spain in the nine 50 Megawatt power plants currently under construction, costing 200 million euro. ?A square kilometre of land covered by mirrors?, says Rubbia, specifying that this is the only environmental impact of the system. ?The liquid that we use is a mixture of molten salts, sodium and potassium nitrates that someone calls ?Chilean Salt?: it is a fertilizer at a low cost (one euro per kilo) that melts at 100? C, but that solidifies immediately at room temperature. It does not have any environmental impact and, in the event of spillages, it forms a solid layer that can be easily removed. In the worst case salad will grow: it cannot be greener than that??.
Nevertheless, among the best renewable energies, i.e. those that have been awarded the ?green certificate?, the thermodynamic solar energy does not appear. Or it does not appear yet. ?And this is what I expect from Italy. Because this solar power would be the catalyst able to initiate a real industrial chain reaction. In fact the law establishes that a quota of the energy used by the industry must come from certified renewable sources. This happens for the photovoltaic and the Wind Energy, but not for the thermodynamic one. And it is a contradiction: because of these sources just the thermodynamic one would be able to become the energy source for the future.

Not only, but if the government would award the green certificate, the companies would start asking for the solar thermodynamic power and, as the demand rises, the costs would decrease. In other words, beyond having energy at low cost and not polluting, we could start up companies able to produce all what is needed: mirrors, tanks, high quality pipes that the small and medium enterprises, of which there are many in Italy, could very well produce them?. And this will be what the Nobel prize for Physics will tell from now on to Pecoraro Scanio in his new role of councilman for alternative energies. An important assignment, that Rubbia himself takes with tactful precaution. ?I am happy that Italy has called me back and I have noticed much attention on behalf of the minister himself on these arguments. But it is not enough. Every one must do his part: the government, the scientists, the industrials. We all must understand, that if we do not waste any more time, we can become, together with Spain, the holders of a technology that in few years time will be exported all over the world. With an unavoidable consequence: that if we do not act immediately, within the next few years we will find the thermodynamic solar made in China?.
But beside this aspect, purely economic, Rubbia emphasizes another one. ?these days (yesterday, editorial note) it is celebrated the two years of the beginning of the Kyoto protocol and a week ago, in Paris, they have submitted the UN report in which, beyond any reasonable doubt, it is stated that the climatic change is almost certainly (at 95%) by the hand of man or actually due to the gaseous emissions bound to its activity. Perhaps, even if behind schedule, we have finally understood that what we are doing to the Planet and its climate is an immense global experiment. With a non negligible detail: all of us are inside the test-tube of that experiment. Does it make sense to carry on the path we have followed until now? Do we really want to see how it will end? Or is it more appropriate to begin building alternative routes??.
Also because oil has few years left: it does not matter if they will be forty or fifty. The certainty is that sooner or later it will end. And what about then?

?The alternatives are two: solar and nuclear power. But not those versions that we have known until now. The solar energy I am talking about is just the thermodynamic one. And the nuclear is the one that is still not here. It is the safe nuclear or, even better, the nuclear fusion. We must innovate, we do not have choice. Many consider these arguments as a utopia. But the scientists? task is just this: to take the utopias and transform them in reality. Otherwise, what are we here for??
