PREDATORS  HUNT FOR CHILDREN
RECORD OF SEX TOURISM IN ITALY: 80 THOUSAND MALES, ONE THIRD PAEDOPHILES

Summer. The hunt of sexual predators starts. Holidays is a great opportunity to abuse boys and girls. Even the World Cup in Johannesburg is a grand manoeuvre of this shameful sport. For months the international child protection agencies and local authorities have launched a campaign to protect children at risk. The predators with the air ticket are called Travelling Sex Offenders. Italy holds a sad record. 80.000 Italian males rank first in Europe. ?Ranking high also in Kenya, Brazil, Thailand, Cuba, Santo Domingo - explained Marco Scarpati, president of Ecpat Italy - and almost one third are paedophiles. A survey made by the University of Parma reveals that besides the paedophiles aged forty-fifty, there is a range of youths aged not even thirty, of all classes, married and unmarried, not only of high income, more than 80 percent heterosexual."
For Brazil and Thailand, in certain seasons, many charter flights are organised. Unicef, the UN organization for children, reports that each year half a million children end up in prostitution. The ECPAT stands for ?End Child Prostitution, Pornography and Trafficking? and Scarpati, professor of International protection of children's rights at the University of Bicocca in Milan, describes what drives the paedophile towards sex tourism: "The sense of impunity, the confidence of being in a safe place, the ideology of the ?I buy - I pay - I have fun?." The feeling of omnipotence makes them voracious. "In two weeks, the predator is capable of having sexual relationships with twenty different partners."  The Map of the exploited ones is wide. In Thailand, 300.000 children are sold, in the Philippines 200.000, 600.000 in southern China, in India almost as many as in China, 370.000 in Mexico. A pubescent virgin, in Cambodia, is rented for 150 USD: the trafficker, to take her away, can pay about 14.000 USD, then sell her to a Japanese brothel for 80.000 USD. The business of trafficking (where exploited children make up eighty percent) makes profits for criminal gangs worth about 32 billion dollars per year. Internet has broken taboos, Scarpati added. The frequency of paedophile sites gives the impression that "everybody does it." On the adult sites there is a mechanism who drives to paedophilia. Who clicks on any porn, after 2-3 video screens is bombarded by minors' videos. And the offer gets worse and worse. The planned trip highlights the conscious approach of the paedophile. ?The dynamics of abusers  - says Emanuel Jannini, teacher of Sexology in L?Aquila - are well thought, they are not born from impulse nor show abnormal behaviours. On the contrary, from the father of a family to the priest, from the operator of sport centres to the guardian of a camping site, the paedophile is fully integrated into society. He is a normal husband, he does not look like an ogre. Thus he is invisible.? The basis of the phenomenon, transverse in society, has nothing to do with the pleasure of sexual intercourse. Some criminologists argue that the abuser ?masturbates through the child's body.? In the holiday paradises of the Third World (but also in Eastern Europe) the paedophile finds ?goods? at bargain prices. Yasmine Abo-Loha that has travelled a lot for ECPAT, tells how many times the families are the ones who initiate the children into prostitution: ?Hunger and extreme poverty leads parents to sell their children. Other times they are taken by traffickers through the deception: the promise to let them study or send them to work for wealthy families.? Consequences are dramatic. ?The child is hurt forever, he feels guilty, he has a breakdown of confidence, he will always have socialization problems and difficulty in love relationships." Getting out of prostitution becomes difficult. ?Almost always the victims must repay the debt of the family against traffickers. Other times they do not know how to survive. Or they run away from rehabilitation centres, thinking that the previous life was less boring.?
Two laws, one in 1998 on ?New forms of slavery? and another one in 2006 on "Sexual exploitation", provide a first instrument to catch predators even abroad. But the convicted paedophiles are extremely rare. It would be necessary a European legal area with simplified procedures across borders. The other type of travel, the one with a lower profile, is held in Italian homes. On computers. It is the new frontier of catching. Boys (with unsuspecting parents in the next room) sell erotic performances on the webcam in exchange for a mobile phone top up credit or for Pokemon blowout cards. Or on Facebook where they started on the pretext of self-consciousness about sexual problems and turned into appointments. The opening of sites is ever increasing. Father Fortunato Di Noto, a Sicilian priest who has been monitoring it for over twenty years, claims to have discovered in one day 600 new paedophiles' sites: ?From 2003 to 2009 my association Meter has reported 57.000 of them to the Post Police. Unspeakable material, with torture, chains, even women with babies.? There is a surprise for those who explore the world of ?unsuspected neighbour?: Many predators do not have a look of being chased after. They move as cold professionals, they occupy relevant social positions or plan a job to be close to children... maybe in the toy department of a large store. ?They are characters ? says Massimiliano Frassi, with an English Masters in Criminology and president of the association Prometheus - who feel more and more protected and untouchable. There are invisible networks of solidarity, law firms specialized in defending abusers, groups claiming to fight false accusations and discredit those who make complaints.?
Not even Frassi, however, would have imagined that a few weeks ago (under the draft law on interceptions) the key members of centre right Quagliariello and Gasparri could submit an amendment to delete the arrest ?in flagrante delicto? for those who commit ?minor sexual offence?. ?A stone that will prevent the immediate trial of paedophiles without going through the normal procedure? responded Anna Finocchiaro of PD. Mass protests have buried the amendment. For now.
